The Beijing Institute for International Communication (BIIC) was established in November 2018, based on the National Institute of Cultural Development (NICD) to better serve Beijing’s function of international communication center. In 2019, the China Association of International Trade signed a strategic cooperation agreement with the Beijing International Studies University (BISU) to jointly build the China Institute for Service Trade. In August, the Publicity Department of the Communist Party of China set up the Research Base for International Cultural Exchange (Cultural Trade). The China Institute for Service Trade has gathered 34 domestic universities and research institutes and has set up international cooperative mechanism with 27 international institutions from 22 countries, building cross-disciplines, cross-universities, cross-regions and cross-nations research teams, which serve as an academic service complex with effective linkage between government, industry, university and research.

The NICD also undertakes the tasks of building a number of relevant departments at the BISU, including the secretariats of the Research Base for International Cultural Exchange (Cultural Trade) and the Academic Platform for Cultural Trade Research, the office of the Beijing Research Institute for International Service Trade and Cultural Trade, the secretariat of the Collaborative Innovation Center of International Cultural Trade and Cultural Communication and the Professional Committee on Trade in Services of the China Association of International Trade.
